Corporate Leadership Team

Mr. Henry has spent his career of two decades at the forefront of telecommunications innovation. His love of communications technology stems from his youth, when he pursued an electronics course of study and mastered the core concepts of electrical engineering. He went on to earn a bachelor’s degree in electrical engineering from Morgan State University and a master’s degree in telecommunications and networking (M.S.E.E.) from Johns Hopkins University. As an engineer at Bell Atlantic (now Verizon), he was at the forefront of new, high-speed communications, supporting the building of infrastructure for the delivery of services to consumers and learning the importance of network reliability and performance. At the Bell Atlantic Lab, Mr. Henry supported the development of what is now known as Verizon Fios, the historic move from analog to fiber optic technology and the beginning of high-speed delivery of services, where data could be transmitted digitally.

After a decade of success in the private sector, Mr. Henry founded Hendall in 2004, seeking to provide the benefits of secure, reliable, and high-speed communications advances to Federal Government customers. In Hendall’s first contract, he served the Navy Public Affairs Office—then the Naval Media Center—as a network engineer and provided critical support for the accreditation of their system. He brought new architecture that assisted systems integration and contributed to optimal performance. Although Mr. Henry has since expanded Hendall’s portfolio to deliver technology solutions to both defense and civilian agencies, he is proud to still provide support to his first customer, Defense Media Activity. Under his leadership, Hendall has realized 100 percent top-rated contractor performance evaluations for technical service delivery for every Federal Government contract to date. This exceptional technical performance is a testament to Mr. Henry’s proven experience providing innovative technical solutions and continued technology leadership and vision.

Mr. Smith has a solid foundation of more than 25 years of experience in the federal services industry in both finance and administration and program operations. He has established a reputation for building world-class teams and for aligning financial and business metrics to support sound business strategy and high growth. With credentials that include degrees in business and law and executive leadership roles at Federal Data Corporation, ROW Sciences, and Z-Tech Corporation, Mr. Smith has a proven track record of delivering timely and accurate financial statements, accounting and finance operations oversight, and design and maintenance of the financial reporting structures. Mr. Smith directs Hendall’s financial activities, including the company’s financial reporting and long-range business planning. He manages business operations, financial operations, human resources, and other corporate functions and enterprise projects with the overall goal of accelerating innovation and driving efficiency efforts across the company.

Mr. Smith began his career supporting the National Aeronautics and Space Administration’s contracts and grants office. He then joined Professional Management Associates as director of contracts. He has served as Chief Financial Officer (CFO) at ROW Sciences, the operational CFO of the Science and Engineering Group of Federal Data Corporation, and as CFO and President of Z-Tech Corporation. Mr. Smith has dedicated his career to ensuring financial disclosures and regulatory compliance are timely, transparent, and efficient. His proven practice is to run a small business like a large business—with validated processes and a focus on implementing policies and procedures to improve performance and productivity.

Mr. Tardif has 40 years of professional experience leading information technology (IT) and professional services efforts for the Federal Government, including more than 30 years as a hands-on corporate executive, with real-world results.

After earning his bachelor’s degree in biology from the University of Maryland, Mr. Tardif started his career as a lab technician and biomedical engineer.  He was an early adopter of using computers as research tools.  He then became a programmer and rose to management of technology projects, and eventually companies.  An early innovator in combining science and technology to advance public health, Mr. Tardif never loses sight of the benefits, and limitations, of technology to solve the nation’s problems.

At Maxima Corporation, Mr. Tardif managed a major software development program for the U.S. Department of Veterans Affairs, helping to streamline benefits delivery to our nation’s veterans. At Professional Management Association, he led large IT infrastructure projects for the military and supported the Office of the Inspector General in providing economy and efficiency audits of technology operations for the U.S. Department of Energy, helping to optimize the stewardship of taxpayer dollars.

As a hands-on executive at ROW Sciences, Mr. Tardif provided federal health agencies with a wide range of services, including health communications, program evaluation, research support, and IT. While with SAIC, his unit conducted biostatistics and data management to help drive effective clinical trials to government and pharmaceutical clients. He went on to spearhead the delivery of all professional services at Federal Data Corporation and manage the health lines of business at Logicon, Northrop Grumman Information Technology, and ICF International. As Chief Operating Officer (COO) of Z-Tech Corporation, Mr. Tardif provided federal agencies with IT and health-related services and directed health IT programs in grants management/research administration, bioinformatics and scientific computing, and best practices/outcomes research.

As President, Mr. Tardif manages all Hendall business lines, including training, IT, and professional services for federal clients.

Adam Lee has more than 15 years of hands-on leadership experience overseeing health communications, scientific, regulatory, and information technology projects and programs. In that time, he has successfully led multimillion-dollar initiatives for a variety of organizations that serve the public sector—from government agencies to non-profit organizations—with responsibility for budgets exceeding $10 million annually and projects with more than 100 employees. As Chief Operating Officer, he now oversees Hendall’s overall business operations and all Federal sector programs.

Mr. Lee has successfully led the development of a suite of mobile applications for the Substance Abuse and Mental Health Services Administration—to help responders in disaster situations, to provide healthcare practitioners with suicide assessment screening tools, and to provide parents with evidence-based information to prevent bullying.  He has supported clinical trials programs for the National Cancer Institute, operated inquiry response centers with the Metropolitan Washington Airports Authority and World Trade Center Health Registry, and streamlined warehousing and fulfillment contracts with the U.S. Department of Education and the NIH Office of Legislative Policy and Analysis.  He has driven innovation in web and IT contracts supporting several NIH ICs; the U.S. Food and Drug Administration; AARP; and the HSC Health Care System.

  • Led several projects to expand the availability of evidence-based resources to combat the opioid crisis.
  • Created the repository to capture public input to inform the latest refresh of the U.S. dietary guidelines.
  • Improved the quality of service provided to members of the World Trade Center Health Registry.
