Corporate Leadership Team

Mr. Henry has spent his career of two decades at the forefront of telecommunications innovation. His love of communications technology stems from his youth, when he pursued an electronics course of study and mastered the core concepts of electrical engineering. He went on to earn a bachelor’s degree in electrical engineering from Morgan State University and a master’s degree in telecommunications and networking (M.S.E.E.) from Johns Hopkins University. As an engineer at Bell Atlantic (now Verizon), he was at the forefront of new, high-speed communications, supporting the building of infrastructure for the delivery of services to consumers and learning the importance of network reliability and performance. At the Bell Atlantic Lab, Mr. Henry supported the development of what is now known as Verizon Fios, the historic move from analog to fiber optic technology and the beginning of high-speed delivery of services, where data could be transmitted digitally.

After a decade of success in the private sector, Mr. Henry founded Hendall in 2004, seeking to provide the benefits of secure, reliable, and high-speed communications advances to Federal Government customers. In Hendall’s first contract, he served the Navy Public Affairs Office—then the Naval Media Center—as a network engineer and provided critical support for the accreditation of their system. He brought new architecture that assisted systems integration and contributed to optimal performance. Although Mr. Henry has since expanded Hendall’s portfolio to deliver technology solutions to both defense and civilian agencies, he is proud to still provide support to his first customer, Defense Media Activity. Under his leadership, Hendall has realized 100 percent top-rated contractor performance evaluations for technical service delivery for every Federal Government contract to date. This exceptional technical performance is a testament to Mr. Henry’s proven experience providing innovative technical solutions and continued technology leadership and vision.

Mr. Smith has a solid foundation of more than 25 years of experience in the federal services industry in both finance and administration and program operations. He has established a reputation for building world-class teams and for aligning financial and business metrics to support sound business strategy and high growth. With credentials that include degrees in business and law and executive leadership roles at Federal Data Corporation, ROW Sciences, and Z-Tech Corporation, Mr. Smith has a proven track record of delivering timely and accurate financial statements, accounting and finance operations oversight, and design and maintenance of the financial reporting structures. Mr. Smith directs Hendall’s financial activities, including the company’s financial reporting and long-range business planning. He manages business operations, financial operations, human resources, and other corporate functions and enterprise projects with the overall goal of accelerating innovation and driving efficiency efforts across the company.

Mr. Smith began his career supporting the National Aeronautics and Space Administration’s contracts and grants office. He then joined Professional Management Associates as director of contracts. He has served as Chief Financial Officer (CFO) at ROW Sciences, the operational CFO of the Science and Engineering Group of Federal Data Corporation, and as CFO and President of Z-Tech Corporation. Mr. Smith has dedicated his career to ensuring financial disclosures and regulatory compliance are timely, transparent, and efficient. His proven practice is to run a small business like a large business—with validated processes and a focus on implementing policies and procedures to improve performance and productivity.

Mr. Tardif has 40 years of professional experience leading information technology (IT) and professional services efforts for the Federal Government, including more than 30 years as a hands-on corporate executive, with real-world results.

After earning his bachelor’s degree in biology from the University of Maryland, Mr. Tardif started his career as a lab technician and biomedical engineer.  He was an early adopter of using computers as research tools.  He then became a programmer and rose to management of technology projects, and eventually companies.  An early innovator in combining science and technology to advance public health, Mr. Tardif never loses sight of the benefits, and limitations, of technology to solve the nation’s problems.

At Maxima Corporation, Mr. Tardif managed a major software development program for the U.S. Department of Veterans Affairs, helping to streamline benefits delivery to our nation’s veterans. At Professional Management Association, he led large IT infrastructure projects for the military and supported the Office of the Inspector General in providing economy and efficiency audits of technology operations for the U.S. Department of Energy, helping to optimize the stewardship of taxpayer dollars.

As a hands-on executive at ROW Sciences, Mr. Tardif provided federal health agencies with a wide range of services, including health communications, program evaluation, research support, and IT. While with SAIC, his unit conducted biostatistics and data management to help drive effective clinical trials to government and pharmaceutical clients. He went on to spearhead the delivery of all professional services at Federal Data Corporation and manage the health lines of business at Logicon, Northrop Grumman Information Technology, and ICF International. As Chief Operating Officer (COO) of Z-Tech Corporation, Mr. Tardif provided federal agencies with IT and health-related services and directed health IT programs in grants management/research administration, bioinformatics and scientific computing, and best practices/outcomes research.

As COO, Mr. Tardif manages all Hendall business lines, including training, IT, and professional services for federal clients.

Adam Lee has more than 15 years of hands-on leadership experience overseeing health communications, scientific, regulatory, and information technology projects and programs. In that time, he has successfully led multimillion-dollar initiatives for a variety of organizations that serve the public sector—from government agencies to non-profit organizations—with responsibility for budgets exceeding $10 million annually and projects with more than 100 employees. As Deputy Chief Operating Officer, he now oversees Hendall’s Federal sector programs with a focus on public health.

Mr. Lee has successfully led the development of a suite of mobile applications for the Substance Abuse and Mental Health Services Administration—to help responders in disaster situations, to provide healthcare practitioners with suicide assessment screening tools, and to provide parents with evidence-based information to prevent bullying.  He has supported clinical trials programs for the National Cancer Institute, operated inquiry response centers with the Metropolitan Washington Airports Authority and World Trade Center Health Registry, and streamlined warehousing and fulfillment contracts with the U.S. Department of Education and the NIH Office of Legislative Policy and Analysis.  He has driven innovation in web and IT contracts supporting several NIH ICs; the U.S. Food and Drug Administration; AARP; and the HSC Health Care System.

Business Division Leadership

A decorated ex-U.S. Army Information Technology/Finance Officer with a master’s degree in technology business management, Jerry Peters brings more than 35 years of experience leading extensive engagements in both U.S. Department of Defense and civilian agency sectors. He has stood up Agile enterprise software application systems, built and operated network operations centers, and developed and maintained large data centers for the Federal Government. He has managed corporations and business units from $10M to $100M in annual revenues and employing from 50 to more than 1,000 personnel. Mr. Peters has also conducted extensive research and published works in virtual IT service solutions, distributed networks, and database systems.

Mr. Peters has a proven track record of delivering operational efficiencies and exceeding performance objectives through lean and Agile process improvements and implementing project management best practices. He was instrumental in overhauling the U.S. Department of Education’s Guaranteed Student Loan Program collection process, converting disparate manual methods to a consolidated, automated system with exponential cost savings resulting. He stood up and optimized the U.S. General Services Administration’s (GSA) inaugural seat management program, which delivers operational efficiencies nationwide. He also facilitated the creation of the U.S. Army’s theatre network operations center, a critical line of defense against network intrusion.

Leveraging his real-world expertise in technology, people, and process, Mr. Peters helps spearhead new business development initiatives and promote positive relationships and strong partnerships for the benefit of Hendall’s industry partners and government customers.

Terry Gayden has more than 20 years of demonstrated excellence in instructional systems design (ISD), training, evaluation, process improvement, and program management for federal clients. Her initiatives have helped transform federal online learning and improved the health and safety of our Nation. In the past two decades, she has served as manager, facilitator, and instructional systems designer for numerous divisions of the Centers for Medicare & Medicaid Services (CMS), the National Aeronautics and Space Administration’s (NASA) Engineering and Safety Center (NESC), and the Federal Emergency Management Agency’s (FEMA) U.S. Fire Administration National Fire Academy (NFA) and Emergency Management Institute (EMI). Her work with these agencies has helped to create a knowledgeable and skilled workforce throughout the United States to deal effectively with fire and related emergencies, to minimize the impact of disasters and emergencies on the American public, and to ensure compliance with federal regulations developed to protect the health and safety of patients and their providers.  A recognized expert in process improvement training, Ms. Gayden has helped three organizations reach Capability Maturity Model Integration (CMMI®) Maturity Level 3 in the private sector. In 2005, In recognition of outstanding contributions as both a program manager and instructional systems designer, Ms. Gayden was the first nonengineer to receive NASA’s prestigious Engineering Safety Center Program Manager Engineering Excellence Award for her groundbreaking work in the establishment of the NESC Academy.

  • In support of CMS’s Quality and Safety Oversight Group (QSOG); Quality, Safety & Education Division (QSED); served as Program Manager for the ISD team that developed the original Minimum Data Set, Outcome and Assessment Information Set, and Life Safety Code online courses; as well as the prerequisite State Agency Director Orientation Course web-based training.
  • For CMS/QSOG/QSED, managed the development and deployment of Integrated Surveyor Training Website, a state-of-the-art learning management system that serves more than 10,000 CMS surveyors and training coordinators across the nation, and led the creation and revision of the surveyor training curriculum, including the Basic Long-Term Care Course and Basic Life Safety Code Course.

Ms. Madorsky  has spent her career  providing technical innovation to  both the governmental and private sectors. She has more than 25 years of experience managing the implementation and sustainment of large, complex IT and engineering systems, including a decade of engineering in the railway transportation industry. She is an expert on business process automation with a proven track record helping organizations achieve digital transformation to increase service quality, improve service delivery, and contain costs. For the last 5 years, Ms. Madorsky has supported the Centers for Medicare & Medicaid Services (CMS) Survey and Certification Group on several business process reengineering and analysis projects, including a major intiative to merge three standalone SCG training systems into a Cloud-based web solution. Her success in modernization efforts are  due to her strong background in legacy systems reengineering projects, as well as skill in working with cutting-edge commercial-off-the-shelf and open-source solutions. She brings real-world understanding of a full range of legacy and current applications for customer relationship management, general accounting, payroll, personnel, work force management, timekeeping , crew dispatching,  and call center processing. She has technical expertise in Amazon Web Hosting (AWS) environments, database design, and the system development life cycle, as well as Agile and waterfall application development methodologies.

  • As founder of Business Solutions Group, grew the company to 25 employees, more than 10 government contracts, and annual revenues exceeding $5M.
  • Brought CMS an annual cost savings of nearly $1.3M by merging three separate and partially redundant SCG training applications into a single, integrated, web-hosted training solution, delivering the advanced training platform within a tight 4-month development window.
  • Played a critical role in the successful implementation of the Maryland Pension Administration System, considered one of the most successful legacy system reengineering projects in the State of Maryland.

Ms. Givvines brings more than 30 years of real-world federal government leadership experience, with a demonstrated expertise in financial management and information technology. She began her career at the U.S. Department of Health and Human Services in the accounting/finance area, where she spent 14 years in progressively responsible positions with the Health Resources and Services Administration (HRSA) and the National Institutes of Health (NIH), before moving to the U.S. Nuclear Regulatory Commission (NRC). During the last decade of her federal career, she held senior executive leadership positions at NRC, including serving as Agency Controller and holding the equivalent of the Deputy Chief Information Officer position. While at NRC, Ms. Givvines led the corporate operations of a major program office, chaired the agency’s Information Technology Investment Board, and successfully spearheaded the implementation of several major system efforts. In her last role with NRC, she was responsible for the agency’s IT infrastructure and telecommunications, business application development, and corporate IT project management and planning; along with information management and privacy and records management. She was also personally requested by the Chief Financial Officer (CFO) of the U.S. Agency for International Development to become his senior advisor and provide financial and IT consultation for a cross-agency assignment.

With her combined domain expertise in IT, finance, and business operations, Ms. Givvines brings a proven track record of developing high-performance solutions in the face of shrinking budgets—most notably solving challenges related to change management, organizational effectiveness, IT governance, and cost reduction. As an expert on innovation and organizational change in government, Ms. Givvines has been selected to speak to government, industry, and the public on these topics. In March 2013, on Federal News Radio, she was interviewed on “Increased transparency at the Nuclear Regulatory Commission.” As a panelist on Federal News Network in October 2014, she presented on “Data Center Consolidation in Government—Progress and Best Practices,” discussing progress and challenges in consolidating NRC’s data centers to support the Office of Management and Budget’s mandate. As a panelist at the Telework Exchange Fall 2012 Town Hall Meeting in Washington, D.C., she presented “A Vision Beyond Blackberries,” discussing the progress NRC made towards mobile technology and security concerns. She also served as a speaker for NRC’s Federal Employed Woman’s Program for Women’s History Month in 2011.

  • As Senior Executive Controller and Division Director for NRC’s Office of the Chief Financial Officer, eliminated a longstanding material weakness, spearheaded a successful effort to outsource the organization’s payment functions, and established internal financial controls to regulate financial reporting to comply with federal regulations, saving more than $1M annually.

  • Senior Executive and Division Director, Office of Nuclear Reactor Regulation, NRC (2008–2012)—Led the organization charged with providing financial, human capital, information technology, contracting, and other infrastructure services to more than 600 employees. Responsibilities included overseeing a $550M budget with $25M in contract service, travel, and training; spearheading the planning of a 3,000-attendee regulatory information conference; and continuously introducing initiatives to improve the products, data integrity, and financial performance of the organization.
  • Senior Executive and Deputy Director, Office of Information Services, NRC (2012–2016)— Developed the agency’s IT Strategic Plan and performance metrics, overseeing $160M in IT investments. Performed all internal/external financial reporting and oversaw functional operations of 200 employees and 400 contractors to provide centralized technology infrastructure, applications, and information management services to support headquarters, four regional offices, and one satellite office.
  • Senior Executive Controller and Division Director for the Office of the Chief Financial Officer, NRC (2004–2008)—Led financial management and operations as principal executive to ensure compliance with federal regulations.
